About US

  

The Heat and Frost Insulators and Allied Workers Local 22 JATC has been dedicated to training skilled professionals in the field of mechanical insulation since its establishment on August 29, 1968. Our program offers comprehensive hands-on training to all who apply, preparing apprentices for successful careers in the industry.

To continuously improve our apprenticeship program, we are enhancing our training facility with new structural additions. This project will provide a more realistic, hands-on training environment for our apprentices, ensuring they receive top-quality education in mechanical insulation techniques.

Project Overview

  

We are inviting qualified contractors to submit bids for a construction project that will involve:
✅ Adding framing to create rooms
✅ Installing plumbing between the framing to simulate a commercial setting
✅ HVAC ductwork installation to enhance training opportunities


The work will be conducted at our training center in Pasadena, Texas. The highest responsive bid that meets all requirements will be considered for acceptance.

Bidder Requirements

  

1. Active SAM.gov Registration


All bidders must have an active registration on SAM.gov (System for Award Management). This ensures compliance with federal procurement regulations and facilitates seamless transactions.


2. Compliance with Federal Regulations


Bidders must adhere to all applicable federal laws governing procurement and construction, including:

  • Compliance with federal procurement laws
  • Adherence to export controls and safety regulations
  • Any additional requirements stipulated by the U.S. government


3. Financial Capability


Bidders must demonstrate financial stability to complete the project by providing:

  • Proof of funds or secured financing arrangements
  • Relevant experience and qualifications in similar projects
